This is an Inuit pitqosii (or tool) example board. From the wire and the air burn on the wood panel I estimate this was assembled around 1910/20 using tools/examples from the late 1800's. It is the earliest one of these that I have seen. The kayak is seal skin and the implements are bone, metal and sinew.
It has a strong presence and would be an asset to any native or folk art collection.
